[It's about a twenty minute train ride from Mimi's apartment to the office for the JET program. Penny arrives early Tuesday morning, hoping to catch someone whose either a morning person, or whose too tired to question her much.
She's filled out the JET Program Transfer Request Form A-3 ahead of time. Her top three choices for a new contracting are in areas in or around Tokyo (a private secondary school, a public middle school, and a cram school). She struggled a bit with the reason why. Finally she decides to put down that she's experiencing severe allergies to mold and dust mites, she's tried everything to deal with it, but nothing's helped. So the only solution would be to transfer.
That's partially true - her apartment in Osaka is really dusty (severe allergies not so much). For proof, she's attached copies of receipts for an air purifier (bought 2 weeks ago), and her prescriptions for allergy meds (they're from her American doctor back before she left, she never got around to filling it...hopefully they'll buy it.)
She's dressed to impress - which means concealer for her neck tattoo and the fading bruises (last thing she wants is for them to think that she's part of the Yakuza. Or in an underground fight club...) and one of her "teacher sweaters" (not too revealing, and in a neutral color, and it's recently washed so it doesn't smell of smoke!).
Still she can't help but be nervous as she waits in the reception area...]
[The secretary blandly ignored her for most of her stay, since Penny's efforts to appear uninteresting and nonthreatening certainly paid off. Once the beurocrat is ready to hear Penny, the secretary pipes up in Japanese.]
Suzuki-san is ready to see you.
[She gestures to his office door. Inside, a busy-looking middle-aged Japanese man sets aside some papers and gestures for Penny to sit. On his desk is his name plaque, which reads "Suzuki Hideo" in its proper kanji. But when he speaks, he speaks in English.]

[Penny takes a seat, and smooths her skirt out as best as possible.]
I'm here to see if I can transfer provences. I've filled out the required form. [She hands her form and supporting documentation to Mr. Suzuki.]
I know that its not the end of my contract yet, but since the winter break is approaching, it seemed like a good time to switch...
[Okay she's babbling now. She takes a quick breath and smiles, trying her best to appear sweet and nonthreatening.]
Perhaps we can come to an arrangement?
